Cheapest Way to Go From VGA (Computer Signal) To Component Video?

I have a notebook computer that has nothing on it but VGA out, in terms of video out capabilities (not even S-Video). I also don't know any of the capabilities of the graphics card, and so I don't know whether or not it can output a 'TV signal'.
